What is RCE? (Regional Code Enhancing)

Recently, the Motion Picture Association of American (MPAA) developed a new system called RCE (Regional Code Enhancing) which is now included on almost all new region 1 DVD releases. This new technology was created to prevent DVD players with a region code 0 and "all region" DVD players from playing region 1 RCE DVDs. Now most region 1 DVD discs include this technology. As such, any DVD players that are software modified or modified by changing settings in the menu will not be able to play these DVDs. These include many of the Philips software modified DVD players. Only DVD players which are hardware modified with current region free chip sets will be able to play RCE DVDs.
